University ranking list - Austria

Germany is on the way back to the first row! More and more universities from germany are on the way up on the international ranking lists. The best one in the „Times Higher Education“ list is the Ludwig Maximilian University in Munich on place 29. 
Great work! 
Germany is  back on place 3 only beaten by the USA and Great Britain in the top 100. 
The best University outside the USA and Great Britain is the ETH Zürich from Switzerland.
And Austria?
The best one is the University of Vienna on place 182! The only one which is placed under the first 200.
Austria is in the ranking behind Denmark, Turkey, Australia, Japan, Spain, Belgium, France, Taiwan, Korea, Netherlands, Ireland, Hong KOng, Sweden, South Africa, Canada, Finnland, Singapure and China (additional behind Germany, Switzerland, the USA and Great Britain).
So it is obvious that something is wrong in our Austrian system! 
Maybe one reason: 
More and more students are studying on our Universities, from Austria as well as from other countries. 32.000 Students are coming from Germany  which is about 13% of all students in Austria. So Germany release its students to Austrian Universities without paying the bill.
Why not working in the same manner that Germany will do it now with the poll tax.
They will start to introduce a „Vignette“ like in Austria, but allows a pay back with the taxes from the government. So at the end the German people will not pay a toll, but only foreigners. This could be a model for the universities to get some money back from the students from Germany!
Maybe 2nd reason: The Austrian politic wants to have open access to the Universities, with no restriction. This leads to a mismatch of the amount of professors comparing with students. If the government whats something, they have also to pay the bill. More money to the Universities, to get enough professors, and enough resources to work for an with the students at the Universities. Having 250 students in a lecture room with 120 seating places is something which is and was every day life on an Austrian University. Something which is unbelievable in other countries.
Only two possible reasons for our bad place on the ranking list.

Both nothing to do with the quality of the University itself or the quality of lectures, but with money. A structural problem, as most of the problems in Austria.

Let us now start to solve the problems for a better future.
Dear Austrian government!
Do not wait for additional 5 or 10 years! Act! Now!
